Scope: Assisted client in the planning and design of a mobile/wireless extension of their eBusiness/Web core application. Performance, security and page layout were all critical to the project.

Results: Assessed, designed, and deployed a solution that became a competitive advantage for the organization helping them become first to market with wireless capability. Their sales and marketing groups were able to provide key mobile services for a major customer, helping them to differentiate and gain other sales opportunities.

Client: Emerging Financial Services Organization

Scope: Planned, designed, built, tested and deployed a world-class web application to help client acquire new customers and manage complex investment portfolios more cost effectively.

Client: One of the Nations Largest Transportation and Logistics Companies

Scope – Project #1: Planned, designed, built, tested, and deployed a series of sales and financial data marts.

Results: The client is able to roll up critical financial and customer transaction information and information analysis capabilities, and place it in the hands of decision-makers across the enterprise. The enable faster and more accurate analysis on overall financials, and details like customer profitability, contract profitability, productivity and other KFM’s.

Scope – Project #2: Plan, designed, built, tested, and deployed web-based business-to-business (B2B) application.

Results: VIP’s framework helped the client deploy robust data driven B2B web applications faster and with less cost. The client was quick to market and achieved a competitive advantage by offering systems that provide customers self-serve capabilities on transactions and administrative functions. Our client achieved improved customer satisfaction and convenience, and realized educed internal operational costs.


Client: United States, Internal Revenue Service (IRS)

The Internal Revenue Service is the nation's tax collection agency whose mission is to provide America's taxpayers with top quality service by helping them understand and meet their tax responsibilities and by applying the tax law with integrity and fairness to all.

Scope – Taxonomy Architecture Definition and Deployment: Defined a taxonomy that creates a logical architecture for categorizing over 400 projects in the System Development Division all spanning various stages of the project lifecycle.

Scope – Web-Based Database Application Deployment: Designed, developed, tested, and deployed a web application that captures all data related to approximately 400 projects within the Program

Scope – Support Group of the System Development Division of IRS. The application is compliant with IRS system development and database standards and Section 508 requirements for people with disabilities.

Scope – Statement of Federal Financial Account Standards Compliance Project: Implemented a technology solution that leverages the results and data generated from the taxonomy and web-based database application projects.

Scope – ManagePro Software Deployment Project: Deployed the ManagePro Software Suite, including installation, conversion and training.

Scope – Enterprise-Wide Personnel Database Tracking System: designed, developed, and deployed a system that contains employee personal data, employee location, job title, grade and series; data regarding the detailing of an employee to a different part of the organization; an easy-to-use reporting feature that permits IRS management to define their own reports by clicking on fields and generating the document; and, a feature to adjust all employee records by pointing and clicking whenever an IRS re-organization takes place. The database is customizable, easily installed, and PC-based.


Client: US Government Financial Regulatory Agency

The client was responsible for insuring the value of funds maintained in banks and other institutions. US banks were facing a crisis, especially due to corruption of banking officers. The client legal office needed assistance with an information management system to track banking issues and associated legal actions.

Solution: Assisted the client in developing a Legal Division Information Management System (LDIMS) to help them manage their workload due to the numerous failed financial institutions. The fundamental objective of LDIMS is to support the business functions of the Legal Division, including bank closings and litigation. Participated in project definition. Led project staff efforts for: development methods implementation, project design, quality assurance and technical/user documentation. Responsible for helping to define the project and define the functional requirements, including process definitions, performance and security requirements, on-line screens, reports, and the logical data base. Requirements definition required extensive personnel interviews and documentation reviews at multiple client sites throughout the US, including Washington, D.C. The Requirements phase culminated with the delivery of a Functional Specification Report to the client. Responsible for the technical design of LDIMS, which included the definition of all project design standards and methodologies, the design of the system architecture, design of major common support software such as navigation and security, and the complete construction of the two volume Technical Specification Report. Responsible for team management and all project quality assurance, including design and code reviews, and integration and systems testing. Performed the QA planning, established the test environment, and managed the testing and problem tracking/ resolution. Managed the construction of the two volume LDIMS User Manual.

Results: Established the requirements, design and quality foundation for LDIMS. Methods were instrumental in establishing design consistency, improving developer productivity, and uncovering /fixing critical product defects. Implemented test automation and regression testing. Architecture design included innovative system navigation and security.


Client: Research Institute

An electric power research institute distributed and supported a large suite of engineering applications for its power consortium customers. One of these applications was the Electro Magnetic Transient Program (EMTP). EMTP was heavily used but was difficult to use (with an archaic text user interface) and would not run all of the hardware platforms desired by users.

Scope: Managed the migration of the Electro Magnetic Transient Program (EMTP) for the client. This program was migrated from the DEC VAX to the PRIME, IBM VM, IBM MVS, and APOLLO environments. The program is technically complex and had much VAX specific code that needed conversion. Performed all conversion, documentation (user and technical design), installation and testing activities. To gain control of the project and provide an environment for ongoing EMTP maintenance, implemented source and binary code management using the SLIB tool. This tool also provided the foundation for automated application distribution and installation on the multiple platforms. The original user and design documentation did not match the executing code - a considerable analysis and testing effort helped to get the documentation into synch. The original test set also would not work with the current code. Considerable effort was required to establish a comprehensive and working regression test set. After successful conversion, performed a multi-phase, multi-year project to enhance EMTP by adding a complete PC driven, menu and screen interface, and a communications link to each platform specific EMTP. A windows interface was used; over 500 unique screens were generated.

Results: Considerably extended the life, availability and usability of this system for power industry customers. Also established SLIB as a comprehensive, usable configuration management system.


Client: Northeast Power Company

Client was using an IT service center for high speed engineering computing and also was interfacing with multiple disparate, internal systems, but not doing it well (sometimes with manual interfaces). Client wanted an integrated engineering workstation for their engineers.

Scope: Designed, developed, installed, and supported the NYPANET system for this client. NYPANET is a turnkey, integrated engineering workstation system, tying PC clients to a DEC Micro VAX server, and the Micro VAX to the IT service center in a remote location. The Micro VAX performed file, printer, plotter, and communications server functions for the system. The Micro VAX was tied to the PC clients through an Ethernet LAN. And to the IT service center through a Tymenet WAN. Integrated all LAN and WAN communications and developed special PC and VAX interface software for this system. The system was developed using early versions of DEC client-server software and XWindows. Considerable effort was expended performing systems prototyping, network tuning, performance tuning, and debugging with the involved vendors as the system components were developed and integrated. Performed all system integration, vendor management, testing, training and user support functions. Worked with DEC to install this system at the client site. Developed enhancements for this system and also performed system administration and tuning functions for the client after initial installation.

Results: Innovative engineering workstation (with considerable number of hardware, software and communications modules) received technical accolades from the customer. And the system modules provided the core of a reusable library for future engineering workstation development
