A Social Services Department decided to transform their current business process by creating an automated child welfare services system. This system supports social workers by eliminating duplication of effort, streamlining routine work tasks, and facilitating services delivery to people in need. The new system provides decision-makers at all levels with the information they need in making policy, program, and funding decisions. Furthermore, the new system provides them with information to better assess outcomes achieved to inform key stakeholders and the public regarding important departmental issues. Ultimately, this new system supports collaboration and information-sharing among agencies and partners to ultimately provide a comprehensive “one-stop resource” for social workers and other users. 

VIP provides Independent Project Oversight Consulting (POC) services in support if this new automated system. Following a structured Information Technology oversight framework, VIP performed independent project oversight over the system acquisition processes. We are currently providing IPOC services over the design, development, and implementation processes of the Project. To help ensure the Project’s success, VIP identifies and quantifies any issues and risks affecting project components and conducts and delivers our client with unbiased independent reviews and assessments. Our services include validating that the project is following a structured and defined project management approach, process, and methodology in accordance with the Institute of Electrical and Electronic Engineers (IEEE), Project Management Body of Knowledge (PMBOK), Information Technology Infrastructure Library (ITIL), the Department’s implementation methodology, and other industry best practices. We are conducting a review of the project documentation and processes and reporting findings to the Department. VIP is assessing the project work plan for feasibility (on-time, under-budget delivery of the intended product) and completeness. We are assessing project progress using standard project management performance metrics and criteria (e.g., earned value analysis). We are determining if a formal software development lifecycle (SDLC) methodology is being adhered to and involves the appropriate staff throughout the process.
